In connection with captioned investigation, it has become prudent for FBI HQ to send a team of technical specialists to Guyana to photograph, inventory, and otherwise appropriately examine evidence in the possession of the Guyanese authorities. The purpose of this memorandum is to set forth authority for these Agents to obtain passports and thereafter travel to Guyana as soon as such arrangements can be perfected.
The Agents who will obtain passports are:

Of the above group, four will actually travel to Guyana. The other two will be on standby in case they are needed as substitutes for one of the initial four designated to go to Guyana.
