It is noted that the time [name deleted] initially contacted Naval Investigative Service, [name deleted] made no mention of being approached to travel to country of Guyana. [name deleted] additionally furnished information to NISO which substantially differed factually from information subsequently furnished to FBI.

In view of information contained in referenced St. Louis

which pointed out [name deleted] bizarre past behavior and severe mental problems, UACB [Unless Advised to Contrary by the Bureau] Dallas taking no further investigative action regarding [name deleted] allegations.

It has additionally been determined that [name deleted] is currently on appeal bond as a result of his arrest for aggravated assault of a female in Denton, Texas, in the past. The facts of this assault are that [name deleted] forced female, at knife point, to commit oral sex act.

Appropriate local authorities are being advised of [name deleted] mental deficiencies and potential impulsive violent behavior.

On November 30, 1978, SA [name deleted], US Secret Service, Dallas, Texas, advised of above information pertaining to [name deleted].

Armed and dangerous; suicidal.
