Reference Bureau telephone call to Alexandria, dated December 1, 1978.

For information of WFO, information was received by FBI HQ that the briefcase belonging to U.S. Congressman Leo Ryan was taken by a U.S. Department officer in Guyana on or about November 18, 1978, at the time Ryan was killed. On December 1, 1978, James Schollaert, committeeman aide to Ryan, advised that Richard Dwyer, Deputy Chief of Admission [Mission], U.S. Embassy, Guyana, gave him Ryan’s briefcase along with some baggage on November 20, 1978. Schollaert hand carried the briefcase of Ryan’s back to San Francisco arriving on November 21, 1978, at which time the

items were given to Joe Holsinger, Administrative Aide to Ryan. Schollaert advised that he did not examine the contents of the briefcase, however, recalled that Dwyer mentioned to him that he thought the briefcase had been broken into sometime while in Guyana.

Schollaert advised that he was not aware as to why Dwyer thought the briefcase had been broken into. Joe Holsinger can be located at the Sam Rayburn Building, telephone number 225-3531, Office of Representative Ryan, Washington, D. C.

Lead: WFO, at Washington, D. C. will contact Joe Holsinger supra and interview and arrange for examination of contents in briefcase for any information relative to this investigation. Sutel pertinent results followed by FD-302.
