Investigation begun to determine if Eddie James Halmon [Hallmon] is identical with Eddie Crenshaw.

Investigation begun to locate fingerprints for Wesley Breidenbach.

Mailgrams from District Attorney [Joseph] Freitas requesting concurrent interviews of persons returning from Guyana acknowledged. Freitas advised persons would return on piecemeal basis and the FBI would furnish any information concerning local or state violations under his jurisdiction to his office as soon as possible. Freitas requesting letter

indicating same and such letter was sent. It appears at this time Freitas is satisfied.

Ryan’s autopsy report mailed to attorney handling Ryan’s estate per request of Ryan’s congressional aide and with concurrence of USA NDC [United States Attorney, Northern District of California].

San Francisco is experiencing difficulty locating next of kin of persons to be autopsied and will continue efforts through weekend.

USA NDC in telephonic contact with Mark Lane, Memphis, re immunity for Terri Buford. Lane agreed to interview of himself by USA NDC in Memphis concerning information Buford has in her possession. However, agreement was made that

USA NDC would make an on the spot determination of immunity for Buford. San Francisco FBI interposed objection, indicating it was premature to offer immunity to Buford with a number of witnesses still in Guyana and with continuing interview being conducted by Dallas of [name withheld]. USA NDC agreed and recontacted Lane indicating other commitments in San Francisco precluded his visit which was scheduled for Sunday, November [December] 3, 1978.

Preparation for subpoena duces tecum for phones of Mark Lane begun due to potential of identifying location of Terri Buford and to assist in other investigative matters.

San Francisco is not in possession of any information which substantiates planned CBS News story of San Francisco police having information in 1976 that the PT had a cache of weapons in the Temple in San Francisco, were drawing up a hit list of public officials, and that Mayor [George] Moscone had the investigation killed. COP Gain [Chief of Police Charles Gain], who was not chief in 1976, advised of possible CBS News story.

Preparation for subpoena duces tecum for all documents and monies of the PT being prepared for both Mark Lane and

Terri Buford in the possibility Buford has given Lane documents and money for safekeeping. However, while the subpoena is being prepared in the event it is necessary, San Francisco FBI and USA NDC are reviewing information to determine if a search warrant for Lane’s office and residence and Buford’s residence (when identified) can be obtained under the thought that service of the subpoena could result in the destruction of pertinent records whereas service of the warrant could preclude such destruction. Further, the service of the subpoena on Lane for Buford could put sufficient pressure on Buford to go underground. At this point, Lane appears to be in continual contact with Buford and it is felt that lack of strong government pressure to locate Buford or place her in what she may consider an untenable position is keeping her available to Lane.
