Reference Bureau teletype December 4, 1978, regarding listing of Bureau fugitives Thomas David Kice, Sr. and Wesley Karl Breidebach [Breidenbach].
As BQMRA is aware, four additional Bureau fugitives are believed located in Guyana, and possibility exists that they may attempt to enter the United States with returning Jonestown incident survivors. These four are identified and described as follows:
