USA, San Francisco, and representatives of his office met with Mark Lane and his client, Terri Buford, at San Jose, California, in the presence of FBI and Secret Service. [William] Hunter advised purpose of the meeting was to obtain from Lane proffer in determining immunity for his client. Lane advised that he would first like to state that he had developed information that guns have been stored in the law office basement of

Charles Garry, San Francisco. He advised he would furnish at termination of interview names of banks and account numbers in Panama with assets in excess of $5 million. They wanted to make perfectly clear that his client never owned, fired, or purchased a gun; that she did not research, accumulate, or transport drugs or poisons. He advised that Buford was involved in the finances of PT, that Buford could furnish specific information concerning church finances, both in and outside the U.S., possesses specific knowledge concerning possible passport violations, and general knowledge concerning the purchase, cacheing, and shipment of guns.

Lane advised that contingency plan or “last stand plan” did exist and was openly expressed at both Planning Commission meetings and public meetings in Guyana. Through his client, he advised that possible assassination targets were discussed and according to client in September 1978 these targets would consist of Tim Stoen, Debbie Blakey, Al and Jeannie Myrtle [Mertle] Mills, California State Attorney General Evelle Younger, U.S. Senator [John] Stennis, former Los Angeles Chief of Police Ed Davis, Steve Ramirez, Los Angeles District Attorney’s Office, and G. William Hunter,

USA’s office, San Francisco. Jones had allegedly believed that Stennis in his position as a senator was looking into the PT. Others named being PT defectors and/or enemies because of association or investigation of PT. Buford expressed through Lane that Mike Prokes, Tim Carter, Carol [Carolyn] Layton, and possibly Steve [Stephan] Jones would be the key persons in any assassination plan from Guyana. Key persons in assassination plans in San Francisco would be Jean Brown, Sandy Bradshaw, and possibly Jim Randolph, Tom Adams, and Tim Clancy.

If the PT or Jones came under attack, contingency plans were: (1) Kill everyone or commit suicide, including Jim Jones who instructed Prokes to kill him and continue the contingency plan; (2) assess public opinion and depending on that, disavow the church and Jim Jones and appeared cooperative; (3) after a period of time, they were to kill defectors; and (4) assassinate public officials.

Lane indicated that Buford verified that the basketball team in Guyana was considered a security force.

Lane stated that without immunity his client would make no statement and exercise her Fifth Amendment rights. He advised

that his client wants to make a full and complete statement.

USA advised Lane that after a thorough assessment of the information furnished, he would discuss immunity with Attorney General’s office and communicate with him.

USA served grand jury subpoena on [information withheld] [Terri Buford] to appear in [location withheld].

Lane furnished documents identifying several Swiss bank accounts which are being reviewed and details will be furnished Bureau by separate teletype.

All offices note that Lane specifically requested that his meeting, request of immunity, and [information withheld] be held in strict confidence and source of information be protected.
