[Kice] has, in the past, advised that [two names deleted] will not cooperate with law enforcement authorities and will probably attempt to elude law enforcement authorities to prevent

their interview. Dallas knows present location of [two names deleted].
San Francisco. Contact USA [United States Attorney] an attempt to obtain FGJ [federal grand jury] subpoenas for [Name deleted], aka [Name deleted] [Faith Kice], [two names deleted], and forward same to Dallas for service. It also made no attempts to interview [names deleted] until such time as subpoenas are received or San Francisco advises subpoenas will not be forthcoming for these individuals.
