Reference Seattle teletype to FBI HQ, December 9, 1978, regarding [name deleted] [Richard Cordell].

Immunity for any person associated with this investigation will be considered only if such a person can testify to acts criminality on the part of the PT Corporation or on the part of any of its members. However, if the only information [Cordell] has concerns the beating mentioned in Indianapolis’ November 25, 1978, teletype that would not be sufficient to grant immunity at this early stage in the investigation.

Seattle should recontact Kenyon E. Luce and determine

generally what information [Cordell] has that would warrant consideration of immunity noting (a) San Francisco is receiving background on the PT from numerous sources making that type of information of little value and (b) grand jury proceedings have begun and if [Cordell]’s voluntary cooperation is not received, it may be necessary for the government to subpoena him.
