Subject: RYMUR

PURPOSE: To set forth request of Guyanese authorities, through Department of State, for fingerprint camera and other fingerprinting equipment to be sent to Guyana through United States Embassy, Guyana, as a cooperative effort on behalf of the FBI.

RECOMMENDATION: For information.

DETAILS: On 11/24/78, at 9:35 AM, SA [name deleted] was telephonically contacted by SA [name deleted], our Liaison Agent with the Department of State. SA [name deleted] stated that the Guyanese authorities, namely the Commissioner of Police, had requested through the Department of State, if possible, that a fingerprint camera and other fingerprinting equipment be obtained from the FBI to assist the Guyanese Police in their investigation concerning captioned matter. SA [name deleted] advised that the State Department requested the FBI to approve this request as a cooperative effort in order to enhance the possibility for the Guyanese Government to allow additional FBI Agents into that country. SA [name deleted] discussed this matter with me and I granted my approval.

At 11:05 AM, Deputy Assistant Director Conrad Banner was contacted at the mortuary, Dover AFB, Delaware, and informed of the above and he stated he would effect the necessary arrangements.

On 11/24/78, Deputy Assistant Director Conrad Banner advised that he had been requested through Bureau Headquarters to provide the Government of Guyana with fingerprinting equipment. Mr. Banner stated that [name deleted] of FBI Headquarters requested that the fingerprinting equipment at the Dover, Delaware, Resident Agency be packaged and sent at the earliest opportunity to the Government of Guyana addressed “For the Government of Guyana at the Request of the Commissioner of Police.”
