The US Ambassador to Switzerland, Marvin L. Warner, is highly concerned that funds in Switzerland banks could be withdrawn before appropriate action is taken to block the accounts.

Ambassador Warner, Deputy Chief of Mission, and Legat met with officials of [several words deleted under national security exemption] December 15, 1978, to find way to prevent this happening.

[Name deleted] cannot formally request information from the bank nor issue an order freezing the assets until assurances are given that formal request pursuant to US-Swiss treaty on mutual assistance in criminal matters will be submitted.

It is imperative that US Attorney, San Francisco, authorize extension of investigation into the area of possible violation of financial-type crime. This will enable submission of formal request pursuant to US-Swiss treaty on mutual assistance
