1. DEPT CONTACTED BY TIM STOEN WHO HAD BEEN INFORMED BY CLARENCE HUGHES OF JUSTICE BISHOP’S DECISION TO RETURN CASE FOR REASSIGNMENT. STOEN UNDERSTANDABLY UPSET BY WHAT HE CONSIDERS AN UNEXPECTED OCCURENCE [OCCURRENCE].

2. IN VIEW BISHOP’S ACTION AND TIME CASE HAS TAKEN SO FAR, EMBASSY REQUESTED INFORMALLY DISCUSS THIS MATTER WITH APPROPRIATE LEVEL GOG TO DETERMINE: A) HAS CASE BEEN REASSIGNED, B) CAN CASE BE ACTED UPON EXPEDITIOUSLY’ WE APPRECIATE BISHOP’S DECISION MAY HAVE HEIGHTENED GOG SENSITIVITIES RE THIS CASE AND YOU SHOULD INDICATE OUR DESIRE NOT TO INTERVENE IN ADMINISTRATION OF INTERNAL JUSTICE.

3. WE BELIEVE THAT IT IS IN THE BEST INTEREST OF ALL CONCERNED FOR THE CASE TO BE PUT BACK ON THE LEGAL TRACKS AND RESOLVED AS QUICKLY AS DUE PROCESS WILL PERMIT.
