1. I congratulate you and your staff for your devotion to duty, effectiveness under trying conditions, and outstanding handling of the Peoples Temple crisis. Keep up the good work.
2. In particular, I commend DCM Dwyer who accompanied Codel Ryan to Jonestown. Though wounded, he was the last of the survivors to leave Port Kaituma and rallied the remainder of the group until evacuation was possible. His selflessness and heroism are in the finest traditions of the Foreign Service.
