SUBJ: REQUEST BY US SECRET SERVICE THAT THEIR AGENTS BE PERMITTED TO INTERVIEW CERTAIN SURVIVORS OF THE JONESTOWN TRAGEDY

1. The referenced communication requested the Embassy to obtain GOG concurrence to the dispatch of Secret Service agents to Guyana in order to interview certain survivors of the Jonestown incident. The Ambassador raised the request with Minister Hamilton Green the morning of December 9. After listening to the need for such interviews, Green granted GOG concurrence to Secret Service interviews of Tim Carter, Mike Carter and Michael Prokes. Regarding the other two names mentioned in reftel, Charles Beikman and Larry Layton, Green indicated no GOG objection in principle; however, given the fact that these two individuals have been formally charged by the GOG, advice from the Minister of Justice will have to be obtained before they can be made available to the Secret Service. This he promised to seek immediately.

2. On the basis of this discussion a Secret Service representative or representatives may proceed immediately to Georgetown to interview the two Carters

and Prokes. Assuming no legal objection they may also be able to interview Beikman and Layton.

3. Please inform Embassy ASAP the names, passport numbers and arrival times for Secret Service agent or agents.
