Reference is made to previous Embassy communications with Georgetown, Guyana, in which it was revealed that a committee of Congress has been denied access to officials of the Government of Guyana regarding RYMUR.

During normal course of liaison with local law enforcement officials in Guyana, Legat, Caracas, is requested to advise Skip Roberts of proposed travel of yourself and SA Hale to Guyana. Arrange for a meeting with Roberts at appropriate time and advise FBIHQ and San Francisco.

Note: Travel of SA Hale, San Francisco to Guyana, along with Legat Oglesby has been previously approved. State Department, however, has advised of bureaucratic entanglements involving previous denial of the government of Guyana to receive official representatives of the U.S. Congress who are investigating this matter. Skip Roberts, Assistant Commissioner of Police, Guyana, has been a guest of the FBI in the United States, and direct contact is being made with him as a logical continuation of our liaison with him.
