FBI INVESTIGATION INTO THE ASSASSINATION OF CONGRESSMAN LEO J. RYAN, NOVEMBER 18, 1978, AT PORT KAITUMA, GUYANA.
As you are aware, the FBI is conducting a criminal investigation into the death of Congressman Leo J. Ryan as captioned. Accordingly, the course of our investigation could be aided by obtaining a copy of State Department’s internal report of the State Department investigation into the events surrounding the death of the congressman.
State Department is requested to furnish FBI Headquarters, Attention Personal Crimes Unit, a copy of the above-mentioned State Department report. This request is made under the certification that the FBI is a routine user of such information in a law enforcement capacity and is therefore exempt
