2. In conversation with charge Sept. 26 Minister of Justice and Attorney General [Mohamed] Shahabuddeen said:

A. Government of Guyana agrees that the US liaison person to consult with prosecution in Georgetown on Layton proceedings would be useful, “the sooner the better”.

B. Prosecution expects to open preliminary inquiry October 29, anticipates that it should not take more than two or three weeks to complete. Attorney General stated it might not be necessary for witnesses from abroad to remain in Guyana for whole of PI.

C. Witnesses desired from the US are: [Harold Cordell, Juanita Bogue, Dale Parks and Monica Bagby]. Chinese authorities will pay travel and local expenses, but understand that USG [United States Government] willing consider paying salary losses if
