Editor’s note: Serial 2470 is a virtual duplicate of Serial 2477, the text of which may be found here. The differences between the two are:

• The duplicate crosses through the introductory lines listing the agencies sending and receiving the serial; and
• The duplicate adds a line at the head of the serial: “By teletype, 8/1/80, Legat Ottawa furnished following:”.
