SUBJECT: DOD assistance in processing remains from Guyana

1. DOD is assembling Joint Task Force elements in Guyana and has begun to assist in processing remains for identification. This support is provided with following understandings.

A. State has agreed to reimburse DOD for all direct and indirect costs. Fund cite to be provided soonest.

B. A certification that processing cannot be handled by US commercial activities.

C. State will have legal custody of the remains.

D. State will have responsibility to handle relationships with next of kin and others.

E. State Department assume legal liabilities if any and furnish representative to supervise the overall activity.

2. DOD will adopt the following approach for handling the remains:

A. Augment CONUS [continental United States] remains processing facilities, equipment, and personnel, as necessary, to accomplish the processing of remains.

B. Transport remains from GOG [Government of Guyana].

C. Process remains for identification purposes.

D. State will assume physical custody responsibilities when DOD notifies State representative that DOD’s functions are completed or
