1. On November 24, Polcouns spoke to Brig. General John Kavanaugh who is the Venezuelan army commander with responsiblity [responsibility] for the area bordering Guyana. Kavanaugh most interested in possible entry into Venezuela of US citizens and has alerted his troops to be on lookout. Polcouns gave Gen. Kavanaugh a map and on Saturday, November 25, Gen. Kavanaugh intends to make extensive helicopter inspection of the Venezuelan side of the border in the area closest to Johnestown [Jonestown].
