Editor’s note: Serial 735 is a duplicate of Serial 686 – the text of which may be found here – but includes much more information. The principal difference between the two is that the b3 exemption to the Freedom of Information Act is not applied on the duplicate, and the lines of type are revealed. The additional text is included with the original.
As is often the case with duplicate serials, the duplicate also crosses through the introductory lines listing the agencies sending and receiving the serial.
