1. Post has received notarized request and prepaid airline ticket for John Stoen and a copy of California court order. All items were forwarded under cover of a letter from Congressman Paul McCloskey.

2. Embassy would appreciate Department informing all parties of our receipt of ticket and related documents. However, Stoen and Congressman McCloskey should be advised that at present John Stoen would not be permitted to leave Guyana until court case is concluded. Consul confirmed today (April 6) from Chief, Guyanese Immigration Service that court order requiring John to remain in Guyana reported (Ref. B) has not been rescinded.

3. Under these circumstances while passport may be issued to John after approval by PPT/LS (Ref. C), until court case has been concluded John Stoen cannot utilize airline ticket and leave Guyana with anyone including his parents.
